ReSAKSS Annual Trends and Outlook Reports (ATORs)

ReSAKSS helps to inform the CAADP implementation process through its flagship Annual Trends and Outlook Reports (ATORs). The Africawide ATOR, which serves as the official CAADP M&E report, tracks progress on over 30 key CAADP indicators. It is formally launched at the ReSAKSS Annual Conference that is hosted by the African Union Commission, Department of Rural Economy and Agriculture. ReSAKSS nodes also prepare regional versions of the ATOR for their specific regions and assist a growing number of countries with operational SAKSS platforms to publish country level ATORs.

Starting in 2011, the ATORs have included a feature topic, thus allowing for in-depth analysis of subjects of strategic importance to CAADP. Earlier feature topics dealt with trends and determinants of agricultural productivity in Africa (2011 ATOR), public expenditures in the agricultural sector (2012 ATOR), promoting agricultural trade to enhance reliance (2013 ATOR), transforming African economies beyond a middle income status to achieve sustained growth and rising incomes (2014 ATOR), examining the challenges and opportunities of linking agriculture and food systems to nutrition (2015 ATOR), and investigating the contribution of climate smart agriculture to meeting Malabo Declaration goals (2016 ATOR). In addition to an in-depth analysis of strategic topic, the ATORs also track CAADP implementation progress across the continent and progress toward meeting CAADP targets.

The 2017-2018 ATOR examines Africa’s experience with social protection and related lessons, knowledge gaps, and policy implications in enhancing the role of social protection in consumption smoothing, inclusive agricultural growth and transformation, reducing vulnerability, and building resilience of livelihoods. The report will be launched at the 2018 ReSAKSS Annual Conference.
